Is this a legally compliant risk assessment?

Not on its own. In most jurisdictions a risk assessment must be suitable and sufficient for the specific work and prepared by a competent person. This gives you a structured starting register; the assessment — judging what actually applies here, today, with these people — cannot be generated.

Are the risk ratings reliable?

Treat them as a starting point. Likelihood and severity depend on the site, the crew, the weather and the controls already in place, none of which the tool can see. Re-rate every line yourself; that re-rating is most of what makes an assessment yours.

Why does it ask about the workforce?

Because the number and type of operatives changes both the risk and the controls — supervision ratios, lifting arrangements, exclusion zones. It also prompts consideration of anyone else affected, which is the group most often left out of a written assessment.

Starting from a complete generic register and cutting what does not apply is more reliable than starting from a blank page.

The ratings assume nothing about your site, your crew or the controls already in place, and they need re-rating line by line by someone who has been there.
