Does it distinguish timing from permanent variances?

If you flag them. That distinction is the most useful thing in any variance report — a cost that has merely landed a month early needs no action, while a permanent overspend needs a decision. Mark which is which in your input and the commentary will carry it through.

What is in the management actions section?

A variance report earns its place only when it explains variances rather than listing them, and explanation requires information the tool does not have. Paste the causes in with the figures. 'Overheads £30k over, recruitment fee landed early' produces a sentence a board can act on; '£30k over' produces a sentence restating the column.

Flagging timing differences against permanent variances is the other high-value input. Those two things demand completely different responses, and a report that treats them alike generates either false alarm or false comfort. Mark them and the commentary preserves the distinction.

The management actions section is worth keeping even where you rewrite it entirely, because it forces the report to answer the question the board will ask regardless.
