Can I issue this as an EICR?

No. An EICR is a legal document issued on a prescribed form by a competent person who has carried out the inspection and testing, and it must carry real test results. This drafts the written observations and recommendations that go into one — it is not the certificate and cannot become one.

Does it assign classification codes?

It will suggest C1, C2, C3 and FI codes for observations you describe, and those suggestions must be reviewed. Coding is a judgement about danger that rests on what you saw on site, and getting it wrong in either direction has consequences — an under-coded C1 leaves a danger in service.

Will it get the regulation references right?

Check every one. Wiring regulations differ by country and are amended regularly, and a model will cite a plausible regulation number with complete confidence. An incorrect citation on a certificate is a real problem.
