Can I use a low-rated review as the basis for dismissal?

Not on its own, and not without advice. Performance management leading to dismissal has procedural requirements in most jurisdictions — documented objectives, support offered, reasonable time to improve, and a fair process. A generated review is a drafting aid inside that process, never a shortcut through it.

Should I enter the employee's name?

A first name at most. Performance data is sensitive personal data under GDPR and equivalent regimes, and it should not be typed into a third-party tool in identifiable form.

How do I make development areas land well?

Specifics and a path forward. 'Needs to improve communication' is unactionable and reads as a personal criticism. 'Weekly updates to stakeholders were inconsistent in Q2; agreed to send a Friday summary' names the behaviour and what changes.

Does it recommend a pay rise?

It includes a compensation and progression section reflecting the rating you set. Treat it as a placeholder — pay decisions depend on budget, banding and internal relativities that the tool knows nothing about.
