Why do I get a transparent background?
Circle crops only make sense with transparency outside the circle. PNG supports this; JPEG does not, which is why the output is always PNG.
How is the image fitted into the circle?
The image is scaled to fill the circle (cover mode) and centered, so no empty space appears inside the circle.
